In a modal user interface the meaning of user actions changes depending on the mode of the system. To soem extent this is true of nearly every system, for example if you click ona word processor the meaning depends on the word current;y there. However, some differences are more fiudnamental. Notably a {{modal dialogue}] stops you interacting with the rest of the interface until it is dealt with.
